SCOUT Affordable Art Fair at Artscape 2026

The SCOUT Art Fair is Baltimore’s premier affordable art fair, a new cornerstone of Artscape, the nation's largest, free, outdoor arts festival; offering an inclusive space where collectors at every level can discover and support artists. A collaboration between Create Baltimore and the Mayor’s Office of Arts, Culture, and Entertainment, the 2026 fair will feature a diverse lineup of regional talent, while remaining focused on its founding principles of accessibility, innovation, and community engagement.

Founded in 2025 by renowned artist and Baltimorean Derrick Adams, SCOUT is a platform for emerging and established artists to connect with new collectors and audiences through accessible price points and bold, dynamic presentations. The 2026 edition of SCOUT will continue to expand its impact while centering Baltimore’s creative voice on a national stage. Each year the fair will welcome a new curatorial eye. Acclaimed photographer Devin Allen will serve as the 2026 curator of SCOUT, joined by Cierra Britton as assistant curator.

This art fair is designed to foster success and build a strong reputation for both the fair and the festival. While most art fairs operate on a tiered pricing model —where galleries, dealers, and exhibitors pay substantial fees for booth spaces —this is a different approach. To support our artists and create an accessible platform, we are waiving standard artist exhibition fees and instead applying a 35% commission on all art sales. Proceeds will directly support the 501(c)(3)Create Baltimore to help support operations costs. Create Baltimore will facilitate sales and taxes and the artists are responsible for delivery to the collectors.

Curator Bios

Devin Allen Flier

An eminent photographer and native Baltimorean whose work has gained international recognition for its powerful documentation of Black life and community, Allen brings a deeply personal and authentic perspective to this role. His curatorial vision will emphasize storytelling, cultural pride, and the accessibility of art as a tool for connection and change. Baltimore native Devin Allen is a self-taught artist who achieved national recognition when his photograph of the Baltimore Uprising was featured on the cover of Time magazine in May 2015, rendering him only the third amateur photographer to have his work published by the magazine. Following the tragic deaths of George Floyd, Tony McDade, and Breonna Taylor, his photograph from a Black Trans Lives Matter protest appeared on the cover of Time in June 2020.

Allen became the inaugural fellow of the Gordon Parks Foundation in 2017 and continues to serve as a dedicated ambassador. He is also a 2024-2025 Baldwin for the Arts Fellow. His photographs have appeared in publications such as New York Magazine, The New York Times, The Washington Post, I-D magazine, and Aperture, and have been exhibited at the Jack Shainman Gallery, the Baltimore Museum of Art, and The Banneker-Douglass-Tubman Museum. They are also part of the permanent collections at the National Museum of African American History and Culture in Washington, D.C.; the Reginald F. Lewis Museum; the Jule Collins Smith Museum of Fine Art at Auburn University; and the Studio Museum in Harlem.

An accomplished author, Allen released his first book, A Beautiful Ghetto (Haymarket Books, 2017), which garnered an NAACP Image Award nomination. He later published No Justice, No Peace: From the Civil Rights Movement to Black Lives Matter (Hachette Book Group, 2022), winning a Nautilus Book Award. Allen is a recipient of the Gordon Parks Foundation/Steidl Book Prize, culminating in the publication of Devin Allen: Baltimore (Steidl, 2025), which features previously unpublished work accompanied by texts from notable writers.

In 2021, he launched From Baltimore. For Baltimore, an apparel and footwear line in partnership with Under Armour, which sold out within hours. The collaborative team, Under Armour x DVNLLN, reunited in 2025 to introduce their Rose Collection. Allen founded Through Their Eyes, a youth photography education program, and received the Maryland Commission on African American History and Culture’s award for dynamic leadership in Arts and Activism. He serves as an ambassador for Leica Camera AG, a global manufacturer of premium cameras and sports optics.



Cierra Britton Flier

Founded in 2021, the Cierra Britton Gallery is the first NYC-based gallery dedicated to representing BIPOC women artists whose work contributes to the contemporary cultural dialogue across the globe. The gallery’s mission is to make space for artists who are creating exploratory work inclusive of all mediums such as painting, photography, drawing, and performance. Starting as a nomadic and online gallery, our programming has focused on a diverse roster of artists making work that is rooted in storytelling, exploration, and cultural commentary.

CBG is creating a safe and much-needed space for BIPOC womxn artists who have historically been marginalized from the mainstream art world. We aim to uphold artists and create community through dialogue and support for the arts. Cierra Britton (b.1996, Baltimore, MD) is a curator and art dealer living and working in New York City. As the director of the Cierra Britton Gallery, her mission is to make space for artists who are creating exploratory work across all mediums.

Exhibiting Artists

31 individual artists, 1 artist duo, 7 galleries, 4 nonprofit organizations and 4 community partners, with artwork priced between $150 and $5,000 and a portion of the proceeds from artwork sales will benefit Create Baltimore programs.
